If you're on a budget, the most efficient and most cost-effective way is providing as much information such as legible text, arrangement as to how you'd like each page formatted, this will better target and remove any quess work saving time. You can either use the submission form or create a word document showing each page, text and arrangement.  This will reduce the design time so I can better focus the time designing the appearence of the site.
